I work mostly in forensic settings and I think even in these settings a blanket rule is not neccesary. Within therapy I explore why they want to know sometimes, but when I'm just wandering out and about I think a lot of the time people are just bored and interested. For WAIS 3 it was +/- 24 pts wasnt it? I had a similar issue recently as it is certainly not as clear in the WAIS 4 handbook. Can't remember what I found in the end.

I would say your attendance on the course would not enhance your application that much on paper in terms of lists of clinical experience. I had a friend move from HMPS to NHS on band 4, and got paid right at the top of the Band 4 in line with her pay from HMPS - so it can be done if the jobs are seen as using the same skills.
