Leaving the actual training early sounds like it might be a problem. My PWP intake finished their training before the doctorate started, so lots of people completed the PWP course only to go straight into clinical. I understand the criticism about there being an ethical problem with doing one train...

I don't know much about counselling but would you consider becoming a CBT therapist? Many PWPs go that route via doing a KSA. I think you have be qualified PWP for 2 years to apply with KSA?
