You start on the bottom of the band unless you can negotiate higher based on prior experience on that band or above. I am just wondering about the salary...

It says on the listing that the salary is £17,732- £21,318 pa + HCA where applicable(TBC). How do you know if you get the lowest or the highest of the band, and how much is the HCA?
