Parole Board Hearing & private work... what to expect?

Hi, I was wondering if someone might be able to help me.

I am writing a risk assessment for a clients parole board hearing as a professional witness. I'm new to this and so have sought out supervision for the report from someone who has done many private reports. But I wondered (so i dont sound a total fool before I meet with them) there a particular format to these? What are typical amount of hours you quote for completing say a HCR-20? I noticed VAT is charged in addition on some reports but is that when you are working under a company rather than as an individual? And finally... does anyone have any experience f parole board hearings? Sorry for all the questions! Your help would be really appreciated.
