Panic papers

Hello

Can anyone access these two panic papers please? I have tried the library but it's taking a long time, so if anyone can access I'd be grateful.

Clarification - when I say "it's taking a long time" - I mean it's taking a long time to order them in from another library! I've looked on Google Scholar and other databases too. If you can help, that'd be great - thanks.
